Profile of NCM

The Union Government set up the National Commission for Minorities (NCM) under the National Commission for Minorities Act, 1992. Five religious communities, viz; Muslims, Christians, Sikhs, Buddhists and Zoroastrians (Parsis) have been notified as minority communities by the Union Government. The Commisson has one Chairperson, one Vice Chairperson and five Members represented five minority communities. At present the Chairman is Mr.Wajahat Habibullah, Dr. H. T. Sangliana is the Vice Chairperson, Smt. Spalzes Angmo, Smt. Saeeda Imam and Sh. Vinod Sharma are the present Members.

Andhra Pradesh , Assam , Bihar, Chattisgarh, Delhi , Jharkhand, Karnataka, Maharashtra, Madhya Pradesh, Manipur, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh and West Bengal have also set up State Minorities Commissions in their respective States. Their offices are located in the State capitals. The functions of these Commissions, inter-alia, are to safeguard and protect the interests of minorities provided in the Constitution and laws enacted by Parliament and the State Legislatures.

Aggrieved persons belonging to the minority communities may approach the concerned State Minorities Commissions for redressal of their grievances. They may also send their representations, to the National Commission for Minorities, after exhausting all remedies available to them. Complaints taken up by the Commission are featured on its website http://www.ncm.nic.in .

Delhi Minorities Commission

Shri Safdar H. Khan has taken over a new Chairman of the Delhi Minorities Commission, Govt of N.C.T of Delhi today. Earlier, Shri Khan held the post of Executive Director, National Centre for Trade Information and Senior General Manager, India Trade Promotion Organization (ITPO) where he was incharge of Security, Protocol, Publicity & Printing Division. He had also represented IPO's participation in international trade fairs in more than 60 countries during his three decades of services.
As the Vice-President of India Islamic Cultural Centre, New Delhi, Shri Khan is known for his selfless services towards upliftment of weaker sections of society and national integration. Shri Khan did MA Psychology from Aligarh Muslim University and is the President of Aligarh Muslim University Old Boys Association of Delhi for more than 12 years. Mr. Khan was nominated as Chief of Protocol (IGI Airport) for the prestigious UN-ESCAP Conference under United Nations (April 5-15, 1994). New Delhi to provide protocol to visiting delegations of over 57 countries also in the Boards of several education institutes and social service organizations.

Sardar Pushpinder Singh a learned and versatile mind has taken over as a Member Minorities Commission, Govt of N.C.T of Delhi for the Second term. Mr. Singh has made multifarious contribution to National Development, in various capacities. His journalist talent has helped mould public opinion in his stints as Executive Editor as Panthak Samachar Punjabi Daily & presently the best published Punjabi Weekly of the Capital. Executive Editor Auto Focus, Associate Editor Focus Banking, Associate Editor of Living India and COO & Editor - in-Chief of Ayur Living India TV Channel. He was also instrumental in organizing the biggest culture festival ever Apna Utsav in 1986, as the only non-government person in the 5 member organizing committee nominated by the then Hon'ble Prime Minister Sh. Rajiv Gandhi.
His organizational skills have been honed in various key positions including his experience as the Hony. General Secretary to FAIASPDA for more than 8 terms with a 55,000 strong membership all over India. Besides, his social commitment is manifest in his active role as Secretary, Sarab Sanjha Khalsa 3rd Centenary Environment Trust, the only pioneer organization imparting environmental activities amongst the Sikhs and other communities as well and as in his capacity as the Distt. Governor, Lions Clubs International Distt. 321 A2 in 1994 - 95 and PRO of Lions Coordination Committee of India (3000 Clubs & One Lakh Thirty Thousand Members).
He has been Member of Panel Advisory Committee of DAVP (Min of I & B), Member FICCI Banking and Finance Committee for several years. Member Delhi Telephone Advisory Committee (Min of Comm) for 2 terms, Member Board of Directors Haryana Tourism (A Govt. of Haryana Undertaking) for 5 years, Member Central Board of Film Certification (Min I & B) for 12to all the Guru Nanak Khalsa Colleges, Yamuna Nagar having ten thousand students, Advisor Gandhi Memorial College Ambala, Advisor to GNA Group, Advisor Press Punjab & Sind Bank (A Govt. of India undertaking) and the Nainital Bank Ltd for several years. Advisor Press Public Relations, World Sikh University, London and is also member of Punjabi Academy (Govt of Delhi) for more than a decade. He is widely travelled man in India and abroad. He is member of DDCA , Chelmsford Club, IPS, ICP and many social organizations.

Mr. A C Michael appointed as Member of Delhi Minority Commission is a well known catholic of Archdiocese of Delhi. Mr. A C Michael, a parishioner of St. Francis De Sales Church, Janak Puri. He represents all the Christians in Delhi. He is known for his involvement in the activities of Archdiocese of Delhi and has worked very closely with late Archbishops of Delhi, Angelo Fernandez and Alan deLastic. He enjoys similar confidence of present Archbishop of Delhi, Most Rev Vincent M Concessao and his Auxiliary Bishop Rt. Rev Franco Mulakkal.
He has held various offices in the Archdiocese of Delhi including, Secretary of Diocesan Pastoral Council, Regional Catholic Council of Northem Region, Laity Council, Diocesan Education Scheme and Diocesan Youth Coordinator. He was an architect behind the Exhibition of Christianity in India on the occasion of great jubilee year 2000. Also had a privilege to chair the Youth Session at Diocesan Synod in 2002. He is known for sparing lot of his time for the Church activities, one such example is that he took a long leave prior to the visit of Pope John Paul II's visit to India in 1999 to give supporting hand in manning the media office. During that visit AC received and saw back Pope at the airport alongwith the few select Asian Cardinals and Archbishops. Currently he holds the honorary office of Official Spokesperson of Federation of Catholic Associations of Archdiocese of Delhi.

Eminent Journalist, Author, occasional documentary filmmaker, Educationist and internationally known Human Rights and Peace activist, John Dayal, is Member of the National Integration Council, chaired by the Prime Minister of India. He is also involved in civil society movements and national organisations, concerning Human rights, specially freedom of faith, right to education and rights of Dalits and indigenous people.
He has worked on issues of displacement of tribals, the Dalit Christian movement, the anti-nuclear weapon network, forced disappearances and fake encounters and impunity, and has been a member of many Civil Society Fact finding committees and Peoples Tribunals.
An Alumnus of St Stephen’s College, Delhi University, has headed governing boards of several colleges of Delhi University and has taught as visiting teacher at several universities in north India. John Dayal has been a human rights activist since the early Seventies.
His book on the Indian Emergency (1975-77) is a major document of that period when the Constitution was all but suspended. He has also edited the monumental Gujarat 2002 – Untold and Retold Stories, on the anti-Muslim genocide in the state of Gujarat. His latest book, A Matter of Equity – Freedom of Faith in Secular India, his last book, was published in 2007. He is a frequent commentator and analyst in the Print Media and on national TV channels and Radio. During his journalism career as War Correspondent, Foreign Correspondent and Editor, he served in the Middle East, North Africa, South Asia and Europe. Dayal is a former National President of the All India Catholic Union, the country’s main Catholic Laity movement, and Secretary General of the All India Christian Council. Born 2nd October 1948, John Dayal lives in New Delhi with his wife Mercy. He speaks English and several Indian languages.
